Penalties from violations are automatically distributed to victims, environmental restoration, whistleblowers, and research.
A Decentralized Governance Model
To prevent capture and ensure long-term mission alignment, TML's governance is decentralized across a multi-organization Stewardship Custodians. No single entity has control.

Manages the open-source repository, oversees blockchain infrastructure, and provides technical community support.
Human Rights Partner
Human Rights Enforcement Custodian (open seat -- SC-2)
Monitors enforcement of 26+ human rights documents and coordinates support for victims of AI harm.
Earth Protection Partner
Earth Protection Custodian (open seat -- SC-3)
Monitors enforcement of 20+ environmental treaties and oversees Indigenous Data Sovereignty.
AI Ethics Research Partner
AI Ethics Research Custodian (open seat -- SC-4)
Guides future research, evolves implementation standards, and coordinates academic collaboration.
Memorial Fund Administrator
Medical and Victim Compensation Custodian (open seat -- SC-5)
Administers the 5% of the fund dedicated to computational cancer research, in memory of the creator.
Community Representative

Represents the interests of the implementers, developers, and the broader user community in council decisions.
